ci: fetch the APK after restoring the Rust cache

A cache restored without an exact match (Cargo.lock changed with the
rustls update) cleans target/, which removed the downloaded APK, so the
v0.42.0 release job stopped at INK_NOTES_REQUIRE_APK.
