fix(ci): rustfmt und clippy in der Release-Pipeline installieren

setup-rust-toolchain installiert mit --profile minimal; ohne explizite
components fehlen rustfmt und clippy, wodurch die Quality Gates bei jedem
Release-Lauf sofort abbrachen (cargo fmt --check nach 2 Sekunden).
